You have to go to Lavender Town(you must have the silph scope), get to the top of the tower. You will see the ghost, it will turn into marowak. You cannot catch it though. Defeat it then go upstairs. Defeat the rockets, then talk to Mr Fuji. He will go downstairs and give you the pokeflute.
