1)If you mean the Power Plant, Surf south from the route east of Cerulean.
2)You get Surf by reaching the end of the Safari Zone. Do it carefully, you only have 500 steps.
3)You need the Silph Scope from the Rocket base in Celadon.
4)The Haunted Tower.
