Can you give me a plan on how to beat the elite four using a blastoise on firered please?

Well, look around at the Elite Four's Pok�mon:
Lorelei: Ice, Ice Ice ICE. Obviously, get a Fighting or Fire type. Fighting types would be Machamp, if you traded it. Hitmonchan or Hitmonlee, but they aren't the good anyway. Fire types, Rapidash would be the better bet.
Bruno: Fighting. Flying types, Psychic types will be a gift here.
Agatha: Poison types. Psychic, amazing. Starmie, wins.
Lance: Dragon types, so Ice types win.
Your Rival will have Venusaur, so a Psychic type wins, and so does a Water type on most of the rest of the team.

Just train a lot yorlur pokemon. Having the three birds helps too
