Action Replay or Gamesharks, OR by going to Nintendo Events, outside the game. Unlikely as of now because the focus is Diamond and Pearl!

To get Deoxys you have to use a gameshark and if can got very bed stuff you the game don't go angry at you if gets very bad stuff to your game
