From Nintendo Events or from trading with other people who have it. You can't really get Mew without cheating.

I'm not sure if this is true or not but you go to the place where Mewtwo was sitting (or standing but that doesn't matter) you use dig and you should be at the bottom of a mountain. You climb up to the top and Mew should be there. (Like I said, I'm not sure if this works or not.) I overheard some guy saying it.

I believe you were suppose to get Mew through a past Special Nintendo Pokemon Event. I am sorry.
