You can only get one of the dogs. The dog you get is based on your Starter, here's my chart:
Your Starter Dog
------------ ------
Bulbusaur Entei
Squirtle Raikou
Charmander Suicune
Anyway, when you beat the Elite Four and get the National Pok�Dex from Professor Oak, the dogs will roam around Kanto. There is no set location, just in the grass. You need to completely search around the best grassy areas to find your dog, best of luck!

Again.....you can find them on kento NOT the sevi islands and then randomly find one of the legendary dogs. ( Raiku,Entei,or Suicune )
