Is it true when you beat the elite 4 you can actually go to khoto and battle in the gyms the and catch the Pokemon there

Looks like a typo. You meant Jhoto, didn't you? The answer is no. No Jhoto in FireRed or LeafGreen, even after you defeat the Elite 4.

You don't go to Kento but you do go to seven new islands and on those you can get poke'mon from Kento.
