I already asked this question but I don't know if it got posted.
I heard that once you beat the third gym leader you go talk to prof. Oak then go next door and talk to the man sitting at the table and he will give his groudon to you.There is no house next to the lab so is this true

Not true. You can't get anything from a different generation until you beat the game and find the Ruby and Sapphire and give them Celio.
