Question for Pokemon FireRed

I have a Deoxys and Mew on my ruby version. I'm trying to trade them to my firered for wurmpuls. It says it couldn't be done. I have tried to trade it to Pokemon culliseum, but they won't show up. What should I do?

Sorry, but Deoxys and Mew can't be traded. You need to gain them by using a cheating device, or going to a Nintendo Event.

In your firered and your Ruby versions, you have to have the national dex

You need to give Celio some gems and you must have the national dex.

The only way they can be traded is if they are used by cheating.
