Go to Saffron City and go to the sky scraper, aboy will give it to you .

Go into the silph co. Building and you will find gary with another guy in there. Talk to the guy and he will give you a Lapras!

After you beat your Rival in Silph Co., you will see a man.If you talk to him,he will give you a Lapras.

You can catch it on island 4, or after doing some stuff in a building called Silph Co. You can get it from a man on the top floor.
