Because you still need to finish the Sevii Islands ( beat Team Rocket, and get the Ruby and saphire from there caves).

Because you haven't turned in the Ruby and Sapphire to Celio, perhaps?

To get in to Cerulean Cave to have to have over 60 Pokemon caught in your Pokedex then you have to pass the Elite Four (if you have already passed it,then you'll have to pass it again) ,then you have to get the Ruby and Sapphire.There should be a walkthrough written on all of this in the walkthroughs section.

You need to get the Ruby and Sapphire for Celio in the Sevii Islands.
