Only Pichu can learn it � and that's if you breed a Pikachu with Light Ball attached.

Breed 2 Pikachu's with one holding a Light Ball. Pichu will come learning Volt Tackle

I don't think volt tackle can be used in this version of Pokemon. I think volt tackle will be released in Pearl Version.
