You need the Ruby and Sapphire dude.

You need to have acquired the Ruby and Sapphire and given them to Celio.

You have to give the Sapphire and Ruby to Celio. The ruby is on One Island and go from there. Or buy a game guide for better detail and maps.

On fireRed you must get to the Islands and recover the Ruby and the saffire once you get them both to the proffeser on the island then you will be able to Trade with you firnd.
