You must have the hm Surf and strenght. Go to Seafoam Islands he's inside there! Bring couple of ultraballs.

You go to Seafoam Islands I really don't remember where it is but thats where you get him..

In the Seafoam Islands on Route 20. In the cave you'll see a fast current that can be plugged up by pushing boulders down the holes into the aquifer. Once that's done, you'll be able to work through the aquifers to reach Articuno, which is at level 50.
