Not sure if he can learn it, but I think you must Trade your typhlosion in Emerald and then go to the battle frontier, a lady will teach your typhlosion thunder/fire/ice punch.

Trade your Typholsion over to Emerald if you have it and go to the Move Tutor,they will teach him any of the elemental punches

Using a cheat device or try teaching the move yourself, if he can't learn it then he can't learn it.
