Like the Pokemon league? You must catch 60 Pokemon then beat the league then prof.oak will give the national dex, go to island one and do the things that Celio want's you to do, save lorelie from team rockets in ice fall cave. After doing that complete your Pokedex and level your all of your Pokemon to 100. And get the 4 looks of Deoxys. Normal,attack,defense and speed.

You have to catch 60 Pokemon and talk to the Prof. Then go to One Isle and give him the Ruby and Sapphire to be able to Trade with those games and Emerald version.

Depends. If you've only beaten the E4, then you haven't finished the game after all, but still need to collect at least 60 DIFFERENT Pokemon and go to the 9 Isles. If you HAVE done all that, well then, just finish your dex.
