Is there any way to make Chansey or Kanghaskan appear easier?

Question for Pokemon FireRed
Is there any way to make Chansey or Kanghaskan appear easier? I know exactly where they are in the safari zone (Chansey in entrance and Kanghaskan surf up from entrance and go left) but, they never show up. I have been searching for a week staight and the total of three times I've seen them combined they ran as soon as I do anything. I even tried bait!!! Please answer!!!

I think I remember that they appear little frequently in the top right area
(if you don't find them try looking in other areas)

Chansey and Kanghaskan are the rarest Pokemon in the Safari Zone. They can appear anywhere and can take forever to find. The easiest way to catch them would be to keep trying. You will eventually catch them.
