Question for Pokemon FireRed

Sorry for my stupidity, but I really don't get this.

A hand-full of people are telling me that I can get to island 4-7 only with a nintendo event or a gameshark/action replay, and the others say alls I got to do it beat elite 4, get 60 pkmn on my pokedex, and help celio and some person will go missing and I got to go find him/her.

Can someone tell me what the HELL I'm supposed to do? And if I need a nintedo event, how do I get one?

Im so confused.

The 60 Pokemon and elite 4 is correct the nintendo event is just another way to do it .
