Tears of Light answered:
Sheer cold is learned by Walrein at level 61 and Kyogre at level 60. Heat Wave is learned by Torkoal at level 46 and is really good. I breed a Ninetales with one and got a Vulpix with Heat Wave.
But they aren't TMs. Hope I helped!

If you give the one guy on Two Island two tinymushrooms or 1 big mushroom he can teach Charizard Heat Way
