The best place to train is in island #7 the trainers in that island are very powerful and the more you battle them the stronger they get, and another place to train , but the chance to lose is much higher , unless you have strong Pokemon is the Pokemon league or the Elite Four

If your far enough in the game, you shouldn't be asking that. Cerulean dungeon. I caught a Level 61 electrode in there! Get the experiance share ( Obtained by the aide in the Route 16 checkpoint to the east of fusia city and train train train!
