At first when you get your partner, can you get it as a shiny pokemon? If yes, possibly tell me the odds of this happening.

There is always a chance of having your partner be a Shiny Pokemon. The odds are the same for any other shiny Pokemon which is something like one in a million. I suppose if you are patient enough you will eventually get it. Either that or just play through the game until you can breed and see if you can breed a shiny one.
