Where could I get a vulpix or an espeon?
And will eevee evolve into something without using a any kind of stone?

Vulpix: Can only be found on Leaf Green, in the Pok�mon Mansion.
Espeon: Ruby, Sapphire or Emerald. Trade Eevee onto one of those versions, make it love you as much as possible and level it up at day for Espeon. If you want Umbreon, do the same but level it up at night.
No, he won't, unless you're talking about Umbreon and Espeon, which I just told you how to get them.
