Question for Pokemon FireRed

I know there is tm 39 (rock tomb) and tm 38 (fire Blast) on silph co floor 4 and 7 but where I can't find them could someone please help me and point me in the right direction?
Pis a pp max o.s there n the little square of land on island two in front of the waterfall use item finder to dig it up ;)

No, they're not. TM39 came from Brock, and TM38 comes from Blaine.

No, TM 38 Fire Blast is given to you by Blaine only if you defeat him. He is located in the 7th gym as the gym leader.
