The only way is to use a cheat device.

You CAN'T without using an Action Replay or Gameshark. Any of the rumors you may or may not of heard that state Mew can be legitimately caught is false.

There is a way to catch any Pokemon in the game without a cheat device otherwise they woudnt of made Mew, it's just I don't know how
