No, HM08 Dive, is not available in FireRed and LeafGreen, it is available only in Ruby, Sapphire, and Emerald.

You can't get the HM Dive in Fire Red or Leaf Green.

Well you could try to Trade a Pokemon that knows Dive on Ruby and Sapphire over to FireRed and LeafGreen. Otherwise no, it can't be done.

NO,you can't get Hm08 Dive. Even if you could, you wouldn't be able to use it outside of battle.
