Can someone tell me if they're sure we can get a light ball in fr?

Try looking harder...you'll find them eventually !

There may be more somewhere else, but the easiest way is to find them on Pikachu's. Light Balls aren't that important anyway.

There is no way of getting a LIGHT BALLon FR or LG.It is only available on the R/S/E games,and it is very rare,as Pikachus are rare.The only way to get one is to use a cheat device,and many people don't,as it can glitch your game,or,as my friends did,turn your Pokemon into BAD EGGS.

Pikachus' don't hold Light balls on Firered or Leafgreen. The only way you can get a Pikachu that is holding one is by getting a Yellow version and Trade the pikachu you start off with to a Gold, Silver or Crystal version. And you will find that that pikachu is holding a Light ball.
