I think you can buy one on Lilycove departement store , or go to Slateport.

I belive you can not buy a pp-up if you can chances are you can buy it at celedon department store

I don't think you can,I think you can only find them on the ground.

No, there are no shops in Fire Red or Leaf Green that sell PP Ups. They can be found lying around in certain places though. Use your Itemfinder and hope for the best.
