Elite Four, though you may want to bring some stronger pokemon along. If you don't want to go to the Elite Four, Victory Road is a good choice.

Cerulean Cave, there's very strong Pokemon there. Just remember to bring an Escape Rope or a Pokemon that knows Dig. If you see a funny looking something sitting like how the other Legendaries were, don't approach it unless you want to face a Lv70 Mewtwo and catch it.
