Sorry pal, there is no time zone in this game, so you will have to Trade to Ru/Sa/Em, and Evolve your Eevee there.

The times to Evolve your Pokemon are switched(i think) you have to get umbreon during the day and espeon during night

To Evolve your eevee you must Trade it to Ruby/Sapphire/Emerald, if the hour is between 12 am and 12 pm, you get an Espeon, but if the time isbetween 12 pm and 12 am, you will get umbreon. And don't forget to make him friendly.
Give him Proteins, Carbos, Iron, Zinc, and things like that to make him friendly, and give him soothe bell to hold.
