In the wardens house in fuchia and give him Gold Teeth, the ones you find in the Safari Zone.

You get Strength in the Wardens house after you bring him his teeth.

It's at this old guys house but first you got to go to the surifai zone and find the Gold Teeth and give them to the guy and he gives you Strength

Oh yeah the old guy is in the town where the 5th gym is.His house is right beside the Pokemon center on the right hand side.
