There is no posible way to get Mew without an AR. Sorry about your luck.

Here I'll tell you how to get Mew which has probably been answered many times before. You have to beat the Elite Four 12 times then you can find Mew in Victory Road.

After you beat the Elite Four several times go back to Mewtwo's cave and you should find Mew in his stead
