Question for Pokemon FireRed

I have two questions please answer them for me in order.
Question1:I just beat the elite four and I can't figure out how to access island four though seven. I know you get it from cleio, or something like that, but when I go to him he doesn't give it to me. How do I get it from him.
Question2:I don't have any Pokemon level 60, only one emerald but I can't trade from emerald yet, so do you have any suggestions about my pokemon?I usually use these pokemon:
Pokemon Moves
Blastoise L56 Mega Kick, Hydro Cannon, Skull Bash, Surf
Zapdos L54 Fly, Thunder, Detect, Drill Peck
Pidgeot L41 Tackle, Fly, Wing Attack, Quick Attack
Venomoth L32 Poison Powder, Leech Life, Ston Spore, Gust
Nidoking L31 Focus Punch, Horn Attack, Double Kick, Strength
Electibuzz L32 Strength, Thunderpunch, Light Screen, Swift
Those are the Pokemon I usually use.If you want me to change a move respond.

1.Get the Ruby(which is in Mt. Ember).....but first catch Moltres, don't use your Master Ball for any of the legendary birds because you'll need it 4 the legendary dog.

2.Try using your "VS Seeker" on trainers so you can get your Pokemon to higher levels.

Question 1 you have two obtain the two stones, Ruby and Sapphire stones.

You can't Trade with Emerald cause theres no emerald stone on Fire Red.

I always wonder why everyone starts off with Squirtle instead of Charmander. Oh well here you go:

1. Get the Ruby from Mt. Ember. Catch Moltres while your at it but if you are going to catch it take about 15 Ultra Balls.

2. You're not the only person who trains up their Starter more than any other. Train some of the others up. Anyway:
Blastoise: I would drop Mega Kick because you don't really need it now, it's use isn't so great now.

Zapdos: teach it Shockwave and get rid of Fly. HMs suck.
Pidgeot: get rid of this guy. Get a Fire type in his place, I would recommend Vulpix to Evolve into Ninetales.

Venomoth: crap. Get rid of him. Catch an Oddish, train it into a Gloom then Evolve it with a Leaf Stone into Vileplume.

Nidoking: not very good. I would advise you teach it Earthquake at least.

Electrabuzz: drop it for an Abra. Evolve Abra into Kadabra, if you have someone or something to Trade with then trade it so it evolves into Alakazaam, then trade it back to yours.

Your team isn't very good. I'd say 3/10 and that's only because of Blastoise's high level and moves, Zapdos too.
