Is there any way to get totodile,chikorita or cyndaqwal
In this game?
And is there anything called island 9 or island 8 if yes how do I get them

Yes. To get Totodile, Chikorita, and/or Cyndaquil, you must Trade them from another game in which you already have them. Which is tough.
Yes. Islands 8 and 9 are accessible by Wonderspots in places like New York, and Nintendo Events. You can also use AR or GS to get them but I DO NOT reccomend this.

You must import Quilava, Bayleef, and Croconaw from Colosseum and breed, or transfer them from Emerald (where you can get one by completing the Hoenn Pok�dex).

You can't get the jhoto starters here but if you have Emerald after you catch all the hoen pkmn (except jirachi & Deoxys) you get 1 of them from Prof. Birch then Trade it 2 your pokemon fire red.
Island 8 is navel rock but you need the mystic ticket, island 9 is Birth Island and you need the aurora ticket.
(You need 2 go to a Pokemon rocks america 4 either tickets).
