Beat the Elite Four with data on 60 or more pokemon. Professor Oak with call you to his Lab and give you the Rainbow Pass, which allows you to go to Island 4-7. Island Eight and Nine or only accesible with other tickets at an event that already took place. Or you could use Cheats.

To get to Islands 4, 5, 6, and 7, you need to beat the Pokemon League, catch 60 Pokemon and talk to Prof. Oak. He will upgrade your Pokedex, so go to Island 1, talk to Celio and find the Ruby and give it to Celio. He will then ask you to obtain the Sapphire, and gives you the Rainbow Pass, giving you access to Islands 4-7. For Islands 8 and 9, you need to go to a NIntendo Event and get the Aurora Ticket/ Mystic Ticket, and you can go to these Islands. You can also use cheats. Please rate this answer.
