Get to Fuchsia City, go in the Safari Zone to get Surf and beat Koga and you can surf to Seafoam Islands.

You can get there in two different ways. You can Fly to Fuschia City, then Surf north then west, or you can fly to Cinnabar Island and surf East. It's no secret. In Seafoam Islands, you can catch Articuno.
