You have to go through the Mansion, and somewhere on the second floor you will see an item on a table. That's the key to the Cinnabar (ignore the spelling) gym.

If you mean the Cinnabar Gym, you gotta go to the P. Mansion (on Cinnabar Island) and get the gym key.

You have to go through the Mansion. Press a few switches, go down a few steps and there you go, but you will have to jump off a ledge so make sure you choose the big lege not the small one! Go to the end and you will find a TM and the Secret Key. There you go, bring some water Pokemon, you may need them and some antidotes and Burn heals just incase. Good luck.

Go through the burnt mansion and you'll find it somwhere along the way. Also be sure to read about Mew and Mewtwo from the open books on the tables.
