Well the easy answer to this is to go to a Pokemon center. But there is also a house on Island 7 with a man who asks you to do a dance, if you do this dance then all Pokemon will be fully restored.

You have to go to a Poke Center and heal your pokemon. Or, you can go to a PC, deposit a Pokemon and withdraw it and it will be healed.

If you have no items, you restore your Health at your home by talking to mum, or in a Pokemon center.
