I think you get an up-grade somewhere in the Rocket Warehouse on Island 5, and you give it to Porygon and Trade it. Once you do, it will Evolve into a porygon2.

An upgrade is an item that is attached to porygon in order to Evolve it.
(you will need to Trade porygon)

It is used for evolving Porygon. *You need to have Porygon hold the upgrade, and Trade it with another person. Then Porygon will Evolve.
