How do you get to be able to go to islands 4,5,6,7 ? And I beat the elite 4.

Perfect.Go to the main Entrance to Mt.Ember (Island 1.). There are two Team Rocket members. You can now get past them, they give you one password (there are two passwords) for their secret Warehouse on Island 5.
Keep going through that cave, you will need Strength, eventually you come to the end, where you will find the Ruby. Give it to Celio, back at the Pokemon centre on Island 1 and he will give you the Rainbow Ticket, which allows you to go to Islands 4-7. Island 4 has a Daycare Centre that takes care of two Pokemon at a time, island 5 has the Team Rocket Warehouse, Island 6 has the Cave where the Sapphire is and Island 7 has the Battle Tower.

After you beat the Elite Four you have to go to that guy on One Island and he will ask you to find a Ruby it is on one islan where theres two rcket guys battle them and they will go away the go inside and find the ruby and go back and he will ask you to find a saphire and will give you a rainbow pass which you can use to go to
4, 5, 6 and 7 islands.

You need the Ruby, then you give it to Celio and he gives you the Rainbow pass so you can go to islands 4,5,6 and 7.

After you beat the Elite 4, you must own 60 Pokemon to be able to go to Islands 4,5,6, and 7.

To be able to go to island 4,5,6,7
1. You will need to talk to the guy on the Pokemon center on island one.
2.go to mt.ember on that same island
3.go right and you will find 2 Team Rocket members.beat them and get inside that cave
4.get to the end of the cave and you will see the Ruby. Get and give it to the guy on the Pokemon center
(you will need to beat the Elite Four once)

You have to get the Ruby first, then you get to rainbow ticket so you can get the Sapphire. The ruby is on Mt.Ember.
