1. You cannot get past the cop near the Cerulean gym, unless you beat Misty and obtain the S.S ticket from Bill at the cape lighthouse located far north east of the gym.
2. You have to detour for some time and progress more, till you reach Celadon City.
Be sure to go through these Routes to Celadon City
Cerulean City- Vermilion City- Diglett's Cave- Building with Oak's aide- Return to Cerulean city- Rock Tunnel- Lavender Town- Celadon City.
There are two alternatives.
1. Go to Celadon Department Store, then go to the topmost floor and fetch a drink from the vending machine. Give that drink to any guard. He will let you through, and you can enter Saffron City.
2. Or you can obtain a key item called "Tea" from an old lady in the Celadon mansion. Give it to the guard then will let you through.
