You get the 2nd password from the scientist in Dotted Hole on island 6. He will steal the Sapphire and give you the second password, you must then go to the ware house, pass through the enemies and battle him, he will use metal and electric Pokemon, beat him and you will get the sapphire, which, when given to Celio will allow you to Trade with Ruby and Sapphire.
