Im not getting the national dex from oak
I have completed my Pokemon collection upto 60 species still when I talk to oak he does not give me the national dex.

He doesn't give it to you because you didn't beat the Elite 4 yet.
Defeat it, Continue after the Credits and he will give to you both, You and Your Rival, the National Upgrade just before the Rival says he will go to the Sevii Islands too.

So I just found out that if you miss a tiny sidequest earlier in the game when you go the sevvi Islands, you can't get it. I have 80 Pokemon and beaten the e4, not getting it. Shame, will have to do it all over again :(
