TM Case not visible

So I think I messed up. I haven't used a VBA before, had issues with saving FireRed, and fixed that but also saw a suggestion to add mastercodes and the TM and HM codes. I did this, and applied it, before fighting Brock. Brock never gave me at TM case, so I can't see the TM he gave me, let alone any thing else.
Do I have to start over or is there a way I can fix this. I saved straight after beating him, so I can't go back.

It might be a bug, so one of the most effective ways is to start it over again, or you can cheat for it.
