Celebi
Deoxys
Jirachi

Without using gameshark or AR codes?

Celebi: Use a cheat device.
Deoxys: Obtain the Aurora ticket at a Nintendo event and use it to go to Birth Island, aka Island nine, and solve a puzzle. Deoxys will appear at level 30.
Jirachi: Download off the Pokemon Colloseum bonus disc or Pokemon channel onto Pokemon Ruby or Sapphire and Trade onto your Pokemon firered gamepak.
