Sorry, HM08 dive is not on Fire red or leaf green, shame really.

Some of this dark blue colour are not accessible without ghost walk, and if there is a spot that is accessible without ghost walk, try fishing there, you can get different or higher level pokemon

in this two versions the HM8 is not here
