Simple. You have to beat the Elite 4 on Ruby or Sapphire and then pick it up off Stephen's Table then Trade it.(Stephen's house is on Mossdeep where they launch rockets into space.) Sorry that is the only way. It does get quite powerful in it's final stage, trust me I nearly lost against it. Good luck.

You Trade it over from Ruby or saphire.....

You can't you need to Trade it in from Pokemon Ruby / Sapphire
