1.How do you get into the dotted hole?

4. After you do some stuff on the islands, you should be able to go there again, I think you must deal with Team Rocket on island 5

The Dotted Hole is the location of the Sapphire. To access, you must have removed the Rockets from Icefall Cave, and you must use Cut to open the door.

To challenge the Elite Four, you must have recovered and turned in the Ruby and Sapphire to Celio. The levels of their Pok�mon will be ten more than the levels on Red and Blue.

Aside from the Legendary Pok�mon you mentioned: Lugia can be found at Navel Rock, the same place where Ho-Oh is found; a Legendary Dog will be roaming around Kanto after you acquire the National Pok�dex � Raikou if you started with Squirtle, Entei if you started with Bulbasaur, or Suicune if you started with Charmander; Mewtwo can be found at Cerulean Cave after you've turned in the Ruby and Sapphire.
