Do I need a Metal Coat to evolve a Scyther and if so where can I find the item apart from the memorial at onix's grave.

That's the only place where it is located normally. And yes, you need to attach it to Scyther and Trade it.

Yes you do need metal coat to Evolve Scyther, and that is the only one in the game so try trading from Leaf Green, Ruby, or Sahppire.
