Eevee cannot get a Haircut in Pokemon FireRed. The Haircut Brothers can only be found in Pokemon Gold, Silver, HeartGold, and SoulSilver.
Besides, Eevee cannot Evolve into Espeon or Umbreon in Pokemon FireRed due to the fact that there is no time settings.
