You can't. You can Trade it from Ruby or Sapphire versions though.....!
If you have the pokemon colle seum bonus disk and used it on Ruby or Sapphire.

You get it from the special disc on Pokemon Collessuem or you can get it from an AR or Gameshark. I got mine from my AR.

Use the Bonus Disc that came with the prepurchase of Pokemon Collosseum to recieve Jirachi in Pokemon Sapphire or Ruby, then Trade it over...

You can get Jarachi from Pokemon Colosseum donus disc or Game shark.
You can not get Jarachi normaly.
